Well surmised. I would expect that with the Chinese Blue water fleet expansion within the next half or more decade, will expand the Chinese military sphere of influence beyond the the third Island Chain defensive cordon, or beyond American Samoa and Hawaii, as China's BRICS and Belt and Road Initiative interests expands to Central and South America transiting the vast Pacific Ocean expanse.

The Type 004, and shortly after, the Type 005, Nuclear Aircraft Carrier Strike Groups, with complements of Type 054B Frigates, and especially the potent force multipler, the Type 055 Destroyers, both armed to the back teeth, with Anti ship and aircraft destroyer YJ 20, hypersonic missiles, will traverse the Pacific region with impugnity. Since the Conventionally powered escort ships will require replenishment with friendly ports for water and resupplies, Island Nations will be needed for such a replenishment at sea for the Chinese Blue Water Carrier Strike Groups as they escort their BRI and BRICS Merchant Fleets across the Pacific from likely hostile interdictions, like the LA Class and the Virginia Class SSNs.

The Western Pacific will be less of a likely ally for the Chinese replenishment at sea than the Central and Eastern Pacific region whereby the replenishment at sea is strategically and geopolitically crucial for obvious reasons. This far the most sought after geopolitical ally is the Independent State and NON MILITARY Island Nation of Samoa, since Samoa has no direct military alliance with any Military power Nation in the world, this includes Australia, New Zealand and other Pacific Nations including the United States of America, France, and Britain, as the current Pacific European Colonial powers.

China, Russia and the United States of America have exclusivity rights to the Pacific Region as these three Superpowers are indeed PACIFIC NATIONS albeit, along the Pacific Rim, as well as, Mexico, Panama, Nicaragua, Chile, Peru and Colombia, that touches the Pacific Ocean as well. Therefore, the Pacific Region is much more expansive and would include the most power military Nations on the Planet.

The Pacific Island Nations, as the custodians of the vast expanse of the Pacific Region are the beacons of civilisation and life buoys for the deep seafaring Blue Water Navies of the Pacific Region. This would include the three most powerful Pacific Nations of Russia, China and the United State of America. The troika Hegemon of Global power today.

Samoa, as a neutral Independent Nation, for the most part, due to its splendid isolation and geopolitical proximity in the Middle of the Pacific, is considered an ideal replenishment port of call for a nascent Blue Water Naval Super power like China within the Pacific region for reasons already aforementioned. The concerns for military alliances is not an issue for the Samoans as Samoa has already established political rapport with China since 1976 and the recent geopolitical and event a military presence albeit in a transitory replenishment proposition in Sino Samoan relations has been entertained for over a decade with some cursory interest, for now. However, when the Chinese Type 004 and Type 005 Nuclear Carrier Strike Groups appear and would want to stretch their legs throughout the Pacific, transiting the Pacific expanse to reach BRICS partners in Central and South America, Samoa will be considered a most essential viable replenishment port of call, not for the Carrier per se, but, for the Type 903 replenishment ships for fuel, water and restocking supplies from a Port in Samoa or nearby friendly Ports.

The BRICS partnership may challenge the America First and the Donroe Doctrine directly within Central and South America, and would probably put some Pacific Island Nations out of step with AUKUS, and NATO (with France and British interests) and QUAD, (with Japan, and India), however, Samoa as a non military aligned Pacific Nation may decide for their own National Security Interest in their non military bilateral relations with any Pacific Nation. China, Russia and USA are indeed Pacific Nations and may have a say in Pacific Matters moreso than European Colonial Powers such as Britain, Germany, and France with their current and recent Colonial interactions and relationships in the Pacific Regional affairs.
